South London Evaluation Advice Clinic (SLEAC)
Background
In a fragmented health and care system, many people are unclear about where to find evaluation expertise or how to access support. The South London Evaluation Advice Clinic (SLEAC) offers free, advice-only support to strengthen evaluation approaches for service delivery projects across south London. It provides structured, proportionate evaluation advice to projects across the health and care system, where formal evaluation expertise is limited or unavailable.
The Health Innovation Network (HIN) South London played a key role in the establishment, delivery, and ongoing management of the South London Evaluation Advice Clinic (SLEAC) in partnership with Ask The Institute and King’s Improvement Science. As part of this collaboration, the HIN provided programme management support and specialist evaluation expertise to support the effective operation of the clinic.
This work aligns with NHSE’s updated 2025-26 ICB blueprint, which places greater emphasis on robust evaluation using clear metrics, stakeholder feedback, and data to improve decision-making and accountability.

Embedding evaluation for system-wide learning in south London
Evaluation is not applied systematically across the health and care system, creating a wide variation in how evaluation is understood – both in terms of its value and the methods used. As a result, evaluation is often:
- Not planned for from the outset.
- Under-resourced and under-incentivised.
- Lacking in organisational support.
The South London Evaluation Clinic has been established to realise the vision of embedding system-wide evaluation as a cornerstone of a learning and sustainable health and care system. Through a delivery-focused approach, it aims to drive
meaningful and lasting improvement through:
- Building on existing partnership working.
- Utilising and co-ordinating current assets better.
- A basis to build evaluation understanding and expertise across health and care system.
Since being established in 2025, the clinic has already supported 28 projects and teams with their evaluation needs. It is now returning to help frontline health and care teams design proportionate evaluations and measure what matters most.
